Rousseau Woodland

In an effort to allow citizens to keep a green space, the Town Council has taken the necessary steps to acquire the Rousseau Woodland.

Following the consultation and noting that there was not the legally required number of objections to hold a referendum, the borrowing by-law was sent to the Ministry for validation. It was not until 2021 that the government approved the borrowing By-law 906. The acquisition of the lots then took place throughout 2021.

As of October 27, 2021, the Town of Pincourt is pursuing the regulatory steps to finance the Rousseau Woodland buyout project.

  • Case History

    The woodland is made up of 46 lots, 31 of which belong to the company 9358-1973 Québec inc., 9 of which belong to the company Développement Banlieue-Ouest inc. and 6 others that belong to individual landowners.

    Since 1954, Pincourt’s zoning by-laws have allowed for real estate development in this area.

    Between 2018 and 2019, the Town mandated the firm WSP in order to carry out fauna and flora inventories of the woodland. The studies showed that the woodland possesses a high ecological value.

    In the wake of these studies, company 9358-1973 Québec inc. initiated legal proceedings to force the Town to authorize the development of the woodland.

  • Taxation Method

    After adopting By-law number 906 decreeing a maximum loan of $ 4,300,000 at the Council meeting on October 19, 2020 the Town of Pincourt wishes to know your position regarding this project and its financing, which will be spread out over a period of 30 years.

    As such, the following taxation method has been established for the annual reimbursement of the expenses incurred.

    These amounts are subject to change according to, among other things, market and interest fluctuations as well as in the event of a lower loan than was initially planned. By paying your share of the financing in full, you avoid interest charges for the remaining years.

    These taxation sectors were established according but not limited to the benefits received by citizens residing nearby the Rousseau woodland and the general interest to preserve a woodland with such a high ecological value.
